It might have been a publisher, too. Italiener-Kommando could mean a staff to supervise a POW company of Italian POWs, but I a not sure. Flack-Battr is odd, as it should read Flak-Battr. it most probably should mean Flugabwehr-Batterie. There were Flachfeuer-Batterien during the Reichswehr period and during WWII, but I do think that this doesn´t aplly here.
