According to SS 390 (March 1918) this document should be listed as SS 248.

I believe that the listing for Memorandum on Amputations and Amputation Stumps. March, 1916 as SS 248 on page 13 in the March 1918 edition of SS 390 is a transposition error.  The index entry for SS 390 March 1918 lists an SS 428 but not 248, and I've double checked my copies and confirmed that the June 1916, Nov 1916 and Sep 1917 versions of SS 390 all list the pamphlet as SS 428.  Given the consistent numbering as SS 428 and the lack of an asterisk on the entry signalling a change in number I think the transposition scenario is more likely. I have also not seen any other evidence of a SS pamphlet in the range between 222 and 299. 

My Library and Archives Canada copy of  Memorandum on Amputations and Amputation Stumps. March, 1916 has SS 248 in pen on the title page, so at least one formation went with the entry within the March 1918 edition of SS 390. Given that and the likely transposition error and the fact that the pamphlet lacks a printed number, it is entirely understandable that there is confusion.
