Looks very much like the inmates + guards + cooks/washerwomen of a barrack hut at a POW camp. And Lamsdorf/Łambinowice fits the bill nicely as it's only 11 km down the road from Tillowitz/Tułowice where the women are from. The two chaps front row centre are probably the German guards. I know my Dad will be interested. I now need to work out where my Great Grandfather was captured, how far he travelled to the camp and by what means.
