When did saluting first require a hat?

It was an occasional problem to know how far away an officer had to be before a salute became unnecessary. I was once hauled over the coals for not saluting our OC, a Captain, who was 100 yards away. He was talking to a full colonel at the time which might have made him more sensitive!
