If it is definitely the remnants of enamel then it cannot be uniform insignia, unless it’s a Canadian unit feature that I’m unaware of. To the best of my knowledge (& altho I never collected CEF badges, I have viewed a huge lot of them(I do like to look at them as some are quite beautiful) at many many military shows over 55 yrs) they never had any form of enamelling, or at least I never viewed an enamelled CEF cap or collar badges, or for that matter a CM (Canadian Militia) cap or collar badges.
