These are very thick volumes, however with the reference MO 641 for the year 1913 it should be quite easily located.

A quick search indicates the AWM also holds copies of the Standing orders for the mobilization of the military forces of the Commonwealth of Australia, 1911 which the last attachment I posted above refers to. It may be worth checking out to see if there is any reference to the marking of Arms on mobilization. 

Just answering my own request to get a copy of the page referring to Arms from Standing orders for the mobilization of the military forces of the Commonwealth of Australia, 1911, not much to it, but still nice to have.

Now, just the dating of Military Order 641/13 left to complete the circle.
