the information on bullet reversal was mentioned in a documentary ..... unfortunately I cannot remember the title. They mentioned that snipers did this to fire upon shields used to protect observers or defending snipers. Penetration of the shield by the bullet was not the goal, the shockwave of kinetic energy through the steel / iron was, which often resulted in metal debris to spool of the inner surface of the shield and hit those behind. Whether these fragments could be fatal... is open to debate, but as a deterrent it probably had its uses. There was no mention of bullet reversal used against human targets ... but due to various conventions I am sure, that if it was, it was kept quiet
