If he died as an internee (lets not say POW) where would he most likely have been buried? Surely with the camaraderie and sense of community within the internees they would have provided a headstone of some sort of marker for his grave wherever it was? Obviously no one at the BOT thought fit to submit them as war dead. One is a very border line case as his ship struck a mine off the German coast on the 3rd August 1914.
