He is probably an ex-soldier and the grave may be a common grave with several burials or they may be related.

There are several instances of ex-soldiers being buried with war grave qualifying men in the UK.

I was right.

He is an ex-soldier and is listed by CWGC as a Non-World War Grave in CWGC Care (inevitable as he is in the same grave as an official casualty!).

Ah thank you Terry, i've come across another 3, 2 of which recieved a swb, and were discharged.

Are these deemed as the same catagory? would they be worthy futher invertigation?
