WILLIAM HENRY HICKS - UNIFORM

This is a photo of my grandfather's brother William Henry HICKS born October 1876 in Canterbury, Kent. No one knows quite what happened to him and I'm hoping someone will be able to identify the uniform - I realise the photo is not that clear. From that hopefully I may be able to trace him.

He is shown with his family in the 1891 census age 16, but in this photo he looks very young, so I'm thinking it was taken not long after? What was the minimum age he could have signed up in that era?

Any help would be appreciated.
