Mark,

This is a shame and makes me appreciate ballpoint pens all the more. I'm not sure how much of this you were able to read but I get the general picture that this man's Victory and British medals were 'returned for amendment' and reissued but I can't make out the reason. I also can't read any of the last line other than 'reissued'. I can see the CRV (Certified Receipt Voucher) before the ink spot and then what looks like a date in April of 1921? PM me if you'd like me to forward you the copy I photoshopped (it was far too large to attach here).

Still scratching my head over this one. Do you know anything else about this man that might shed some light on this? Did he survive?

There looks like there is a Reference to "Comm" = Commission, and "R M Coll" is probably royal Military College, Sandhurst?
