Can anyone help in explaining the entries made at the top of this MIC and dated 1984?

And also the two entries under "Remarks" C30 2/1/22 and C895 17/9/21

Addendum.

I was given a copy of Anthem for Doomed Youth (Twelve Soldier Poets of the First World War), and while reading the section on Francis Ledwidge was thrilled to find a letter written by him to his best friend Matthew (Matty) McGoona. The same man whose MIC I was enquiring about in my earlier posting and had no idea of the connection.
