According to my grandfather's marriage certificate of July 1919, his father-in-law's occupation was sergeant in the RFA. If he was still serving in the RFA would he have a MIC?

yes - assuming he was entitled to WW1 medals (he may never have left UK). But if he earned campaign medals then the appropriate records (MIC & roll) would have been generated irrespective of whether or not he continued to serve into 1919.
