plot to start the war?

I am at the moment listening to a story tape in my car to and from work by Robert Goddard called 'Full Circle' and the main plot is that the first world war was somehow plotted and it has got me wondering as i do not know much regarding this topic. But could the Austrians have staged the assination much the way Hitler planted the eveidence against poland so he could invade . It mentions that the conspiritors of the assination had capsules that were supposed to be acid but were in fact water thus suggesting they were meant to be captured and Serbia implicated. Of course this could be writers liecence but i am also aware that Austria's ultimatuim was harsh and the premise for going to war threadbare to say the least. It was as if they wanted war, which they probably did.

Any body know much of this topic to be able to comment?

Sorry all in my haste i forgot to say that it is a novel and as such a work of fiction!!! but it just makes you wonder?
