JB of the Kew Pals had one thought, which I will not share with you as I don't want to colour anyone's thinking. I should add that the gentleman on the left and the gentleman on the right are wearing what looks like the 'Leading Seaman' anchor badge of the Royal Navy. All ideas welcome.
