There are actually regulations for how units should mark objects and what initials should be used. Although a great deal of non regulation markings can be found this particular one is dead on regulation. Unfortunately, the only 903 I could find was for a Terrier Officer in the 1/4 WR. Metal objects such as Button Brasses (the correct term, which nobody uses-even then) and Clasp knives were part of items procured by the RACD and were all stamped pre-war with only a WD and number. Can't be the factory since they were only viewed at Pimlico and not at source. Might be year, or might be viewer(??). Not surprised at no soldier find. He may have never been entitled to any medals.
