I came across an MIC today for an officer in the Cheshire Regt who forfeited his BWM/Victory medal pair because he had been convicted of a civil crime. The words 'Suspense List' were written at the top of the MIC in upper case letters. Does anyone know what the suspense list is?

No, I don't, but I suspect he was a candidate for reconsideration: I have a documented case where a man won the MM, subsequently deserted after what was clearly a shocking domestic crisis, gave himself up, District Court Martial, served 6 months sentence, went back to the Western front, survived, MM deemed forfeit and then issued having been reconsidered .... perhaps a suspense case? Or otherwise how else does a name get taken off the back boiler for reconsideration?
