They may possibly have used I for J (as many early printers did) but I have no confirmation of that.

The NATO alphabet was designed for non-English speakers to spell words, avoiding any ambiguity either between letters which can sound the same in English (C, P or D et cetera) or which have a different phonetic spelling in the non-English language - like Y vs, y-Greque?  There is also a numerical code too, "treyathree" for example?  Not as well known but useful if using voice over HF Combat Net Radio!
