Why do MBE's issued in January 1919 have hallmarks?

Good Morning All,  Does anyone know the reason why MBE's issued in 1919 have hallmarks and not other Great War Medals?

This thread may help - apparently because they were struck by a supplier other than the Royal Mint?

Good afternoon David, I can remember reading your post and it seems more than reasonable that it was because they were made by someone other than the Royal Mint.  Thank you so much for your response, they say you learn something new everyday.  Thanks once again Clive
