Army Certificates of Education between 1907-1914

Needing more learned confirmation regards Army Small Book entries of Certificates of Education. If I understand correctly these relate to promotions? My fellow has two entries; 3rd achieved one month after enlisting 1907 and 2nd achieved 7 years later 1914 which coincided with completion of the first 7yrs of his Army service term. He signed on for 7yrs Army and 5yrs Reserve.

Apart from confirming my understanding of the Certificates of Education, could the 2nd achieved whilst in India have signalled his pending return to England for the Reserve portion of his service or would the Army still have utilized his Reserve time in service in India.

As it was he appears to have left for France with the 3rd Lahore Division in August 1914 which I believe included a contingent of his battalion (4th RB) so perhaps he resigned for another term/year with the Army.
