Effects entries "c/a held" and "no claims"

In the Soldier's Effects Register under the Remarks colums, written in black ink  there are sometimes one or two statements "c/a held" and "no claims" - these are officer's records. What does this mean -that  they did not claim the money owed in blue ink?

Also the War Gratuity payment (red ink) a payment has been cancelled. Why would this be?

I reckon so Skipman, Child Allowance held as no one claimed it. Sound logical? It is a total guess and I have been wrong in the past, just ask the wife...
