This may not be WW1. 
Lord Roberts VC was aged 82 at the outset and died a matter of weeks into it.

A distinctly ‘Arts and Crafts’ feel to the memorial. I wonder if it’s referencing Kipling’s poem ‘Bobs’, first published in the Pall Mall Gazette Dec 1893, rather than the death of Lord Roberts VC?

He was Commander in Chief from January 3rd 1901 to February 1904 when the post was abolished.
Of course it doesn't necessarily mean that this piece was created during that timeframe.

I shall look up that Kipling poem thank you
