What web gear and equipment would home service cyclists be wearing at the outbreak of the war? Would they have had 1903 pattern belts and bandoliers, 1914 Pattern leather gear, or the 1908 webbing that the regulars?

At the outbreak of the war P14 did not exist, it was only introduced due to the shortage of web equipment P08.

If the cyclists were nominally "infantry" they would nominally have P08 but as Engineers or other branches of service they would have P03 bandolier equipment. - in an ideal world.

For regular army, infantry, the issue of WE08 seems to have been fairly well complete by Aug 14, however for Territorials, there is a high probability that they still had P03.

Then after the outbreak of the war and the weeks that followed, with Divisions sent to France, Reserves called up and Territorials volunteering for service abroad, the system virtually fell into chaos. So infantry cyclists reporting to their depot for their issue of field equipment may not have been able to be given their P08. New recruits going into training bore the brunt of the equipment shortage, many waiting weeks or months to be issued uniforms and field equipment.

Not a full answer to your question but the attached photograph is of a Lance Corporal of the 2/1st Northern Cyclist Battalion. The photograph was taken in early 1915.
