Came from a British trench, anyone know what it is and used for. Has V and number 39834.

Could it be used for a water strainer? Seller does not know what it is. Seller not me i just saw it and would like to know what it is.

The clue to what it was used for may be what is inside the end with the perforated plate on one side. It's difficult to tell from the pictures but I wonder whether the end piece rotated on the shaft originally? I may be wrong but it looks as though there may be meshing splines inside the end piece that, maybe, were designed to limit the angle of rotation? Just a few thoughts that may be completely wrong?
