Missing ADM 159?

I recently posted about a missing ADM 159 and appear to have come across another.

The 4th Battalion muster for the Zeebrugge Raid has a PLY.16269 Pte Arthur Best, but he's not in the ADM 159 list at the National Archives. Forces War Records confirms he exists, listing him as receiving a 14-15 trio, sent to him aboard HMS Malabar. FWR notes him as "discharged with bonus reduction", but that's about it. Anybody got any thoughts?

There do seem to be clusters of pages from the Registers of Service that have not been scanned by The National Archives for whatever reason. The marines do have entries on the WW1 campaign medal roll. The most accessible roll is that within the "Jack Clegg memorial" collection of datasets that can be accessed via FWR, Fold3 and FindMyPast, to name but a few.

His TNA 'Description' in ADM 159 has incorrectly transcribed his name as Arthur FISK.

Plymouth/16269 is Arthur BEST and this is his record   -   https://discovery.nationalarchives.gov.uk/details/r/D7824006  The ADM 171/167 medal roll  entry is correct. No records are 'missing' here.

I have notified TNA.
