Hello Stuart.

I believe that is a Regimental Signal Instructor's badge as it is worn on the upper arm as opposed to Regimental Signaller which was worn on the lower arm.

The plume on his slouch hat was made of emu feathers. A Light Horse soldier I believe.       Pete.

It appears to be the discrete Australian sourced signallers patch type badge as shown here for an instructor, together with a surviving slouch hat adorned with emu feathers mentioned.
