I would have thought that there would always be an entitlement to the British War Medal 14-18 if the individual qualified for a memorial plaque.

Not at all - in a nut shell an individual had to serve overseas before he became entitled to the BWM as a minimum, whereas the NOK of everyone who died serving (or from the results of service) in uniform should have got the Memorial Plaque. So a British man accidentally killed on his first day of training in the UK for example would be entitled to no war medals for it but would have the plaque issued.

the strange thing  is, you would expect the victory to be the least medal to be issued with a plaque , but if serving in India soldiers would only receive the BWM, no Victory.

so a Plaque and BWM is seen but not the Plaque and Victory unless its a plaque and pair.
