A Belgian benefactor for English prisoners?

Hello,

As part of my research on my maternal family, I would like to submit an application. While digging through the family documents, I came across a letter addressed to my great-grandfather, Prosper Lotigier, written by the secretary of the Ministry of Foreign Affairs on May 31, 1920.

Here is a retsrancription of the contents of this famous letter: "The Government of Her British Majesty, having learned with great appreciation of the valuable services you rendered to British prisoners of war during the Great War, wishes to express to you their deep gratitude for the efforts ofsacrifice you made so quickly on their behalf. It therefore becomes my pleasant duty to send you this letter of appreciation as a token of Britain’s thanks for the timely assistance you have given to our comrades in distress.”

Do you know where I can find additional information to understand the reasons for this letter of thanks from the British government?
