Does any pal know where I can look up the merchant navy service of this chap. All I know at present that he was a steamship captain aged 30 born in the Liverpool area

A bit of family information, in case of interest.

The birth of Richard Roscoe Spurring was recorded in Q4/1883 in Toxteth Park. Volume 8b, Page 217 for the certificate.

Going back to the 1881 census, there is a family living at 27 Clevedon Street, Toxteth Park, which could be his.

27 year old Richard Spurring, a seaman, lives at this address with his wife Naomi, also 27, and 1 yesr old daughter Amy.

By the time of the 1901 census, the by-now 17 year old Richard Spurring was an apprentice in the Merchant Service, living in Birkenhead. He lived with his uncle and aunt, Charles and Annie May. Annie was born in Ilford so was probably the sister of Naomi.

Richards three sisters Amy (21), Naomi (19) and Ethel (15) also lived with here. suggesting that their parents had perhaps died.
