Hi Richard.

SMS Fürst Bismarck, or in English, Prince Bismarck, was Germany's first Armoured Cruiser built for the Kaiserliche Marine. Laid down in 1896 and launched in 1897 the ship served until stricken in 1919.

This is not to be confused with the Bismarck, one of two Bismarck Class Battleships built for the Kriegsmarine. Bismarck was laid down in 1936, launched in 1939 and Commissioned in 1940. This Battleship was scuttled in 1941 after being incapacitated by attacks from the Royal Navy in the North Atlantic.

A stricken vessel means a decommissioned ship that has been removed from the Naval Register

It was obsolete by the end of the war and was being used as a training ship by the German Navy and so was not part of the German High Seas Fleet

Easy enough to Google Otto, Prince of Bismarck, Count of Bismarck-Schönhausen, Duke of Lauenburg - he was a major figure in German history, and certainly did enough to earn the kudos of having ships named after him in both WW1 & WW2. No need for further exlplanation.
