It’s a MkI cartridge case for a 4 inch MkIV naval gun - as widely fitted to WWI British destroyers. Made by Vickers Sons & Maxim in  1913, passed by naval inspector 6 on 23 June 1913 and reloaded once (CFF).

Cartridge case looks to be cut down in length - the original would have been about 19" in length.

Be careful about polishing it. Not only are the stampings still sharp but you can see the machining marks where a lathe operator faced -off the case head to set rim thickness - and from the slight variations of their width and depth it looks as if he (or possibly she!) did it carefully by hand-feed. If that gets polished out, it deletes details of manufacture. :mellow:
