DisasterDog, thanks for reply, My friend and I hoping someone can turn up a photo of this same type buckle with the SA on it. Paul ( my friend) say his searches came up with South Africa,  South Australia Fiji and one other. We can not pinpoint exactly what  as A stands for?  Still a bit of a mystery

SA may be part of a Fijian phrase, “sa yadra saka”?

Example:

 

“Good morning”: Ni sa yadra

”Hello” (addressing a chief): Ni sa bula vinaka saka

Yes DisasterDog, it is still one possible answer, thanks again, just hoping someone with a uniforms or buckles book can show a photo ( in book) or elsewhere to confirm it

You are right DisasterDog, I looked. Up the maker on the belt...   White SUVA.    
Suva is capital of Fiji

So is Fiji belt/ buckle
