Long service man with dog

This photo from the York Army Museum site is entitled Windy the Dog. His handler (West Yorkshire Regt?) seems to have a lot of service for one medal. Any comments?

As the regimental mascot 'handler' I wonder if the soldier was stationed at the Depot, which I believe was York Barracks, and not deployed with the regular battalions. If he had spent his entire service in this role and as such, never sent overseas, then he will not have qualified for any medals other than the Long Service Good Conduct Medal.

I think it is LSGC.

If it is the Army LSGC Medal it dates the photo to post 1916 when the white stripes were added to the ribbon to distinguish it from the VC ribbon.
