Help identifying uniform

A private soldier from an English or Welsh infantry regiment without Royal appellation.  He’s wearing an undress frock (working jacket) and the white facings (collar and cuffs) are what give us the national association of the unit.  Unfortunately his shoulder titles are not clear enough to discern a precise regiment, nor are collar badges shown although in reality it’s likely that he would have been wearing them.  The so-called ‘jam pot’ cuffs tell us it’s a date between 1881 and 1902.  If you can confirm your granddad’s home area it might offer a clue.
