Now this chaps seems to have been rather unlucky in his choice of ships.

Pension card as: SLIGHT, H. Cook. Lusitania

Others might be able to better determine if he was a crew member or a passenger of the "Lusitania" [formerly crew of the "Shenandoah"] and any case for commemoration [as currently not on CWGC]

This site suggests he was a 'Distressed Seaman' by the name of Harold James SLIGHT  [so if a passenger, not to be commemorated at CWGC]

https://www.rmslusitania.info/people/third-class/harold-slight

Harold James Slight (1883 – 1915), 32, third class passenger, was born on 3 May 1883 in Trinity Square, Southwark, London, England, United Kingdom. He had a sister named Ada. Harold was married to Mabel Herring. Slight was lost in the Lusitania sinking.

He was returning aboard Lusitania as a Distressed British Seaman, British sailors who are without a berth (for instance, if their ship had been sunk), without funds, or in ill health and need to return home. Slight was listed as being from the Shenandoah, which is presumably this ship.

Contributors   Sue Keeler ((step?)-granddaughter of Harold Slight)   Derrick Phillips (grandnephew of Harold Slight)

His widow Mabel E SLIGHT appears to have married George J BEALE shortly after his death.

Marriages Sep 1915 [from FreeBMD]

Beale, George J   Slight   Greenwich 1d 2887

Slight, Mabel E   Beale   Greenwich 1d 2887

Before this fatal trip on the "Lusitania" he is listed on the crew list for the "Titanic" [previous ship being the "Majestic"] as a Steward - so he certainly seems to have been familiar with the big liners [and lucky earlier]

He has other entries at TNA https://discovery.nationalarchives.gov.uk/results/r?_q="H+j+Slight"

I was interested to find his pension card - I'm not proposing to take forward to CWGC - but thought some wider interest might be garnered - a rather unlucky man it would appear.
