They built wooden-spoked wheels; turned a hub on a lathe, made mortices (square holes) in it for the spokes to slot into, then made the rim in sections, again with mortices for the other ends of the spokes, and then put a steel band around the wheel to hold it together.

At least, that's what I remember from my lessons at school (many years ago ! )
