Russians serving in RN?

Hello

CWGC shows a LT Waganoff as dying in August 1919 and buried at Archangel. He does not appear in the NAVY LIST and the obvious conclusion that he was Russian serving with the RN in an Honourary capacity.

Can anyone either confirm or dispel this theory?

This isn't a direct reply, but it might help a little.

Some former Imperial Russian officers did serve in British units in North Russia, eg the well known airman Palkovnik (Colonel) Alexandr Alexandrovich Kozakov joined the RAF as a Major in June 1918. He commanded in the Slavo-British Detachment at Benezniky and wore RAF uniform, but with a Russian double-headed eagle as a cap badge. On 1 August 1919, shortly after hearing that the British were to evacuate Murmansk, he crashed in a Sopwith Snipe and died of his injuries three days later.
