Stephen Locke is a British agent in Russia, whose main task is to prevent the Bolsheviks, led by Lenin, to sign a peace treaty with the Germans. A bit of a historical mismash, with rather too much emphasis on his love affair with Elena Moura, the secretary of Lenin. Implausible and contrived ending, though not so much so as that in "Pimpernel Smith", in which Howard helps escapees from Nazi Germany.
