What does "C nor S" mean in the notes column of 1901 census for dead soldier

Trying to piece together the life of Pte Thomas Ackerley #21940 KLR CWGC

Any ideas for "C nor/not S" on the 1901 census at Rochdale Boys Home please ?

My best guess he is born in Altrincham 1889 to unknown mother (not Rochdale as on sdgw)

Can't figure out his sister Eva Barker in Liverpool quoted on his Service Records where he was working as crew on the ships around the time of his enlistment. His S/E and pension were not issued.

Whatever it is, it seems to be linked to the birthplace given as "not known".

Scroll one page further on in that census return, and there's another example.

Yes, good suggestion.
It looks like a 'not' rather than a 'nor'.

I notice that Sarah Holmes is described as Matron, Waifs and Strays Home - presumably how the Diocesan Boys’ Home was colloquially known? Thomas Ackerley didn’t get a good deal in life, did he?
