The badge is that of an other rank but the cap more in the style of an officer’s.  Ergo, assuming the badge is contemporaneous, and not retrospectively fitted, then once again it’s probably the headdress of a warrant officer.

Unusual to see a badge held on with a band around the crown?

I’ve seen it quite a lot before, but never been entirely sure if to secure it in place, or prevent it being pilfered.

It’s not an officers badge a standard one with the slider taken off I guess the wire is to keep it flat on

Why is the top different material or is that from storage

Possibly sun faded from use in glaring sun if in a warm climate, or subsequent repair to replace a damaged top, or simply deterioration from the way it was stored in the loft.  Various circumstances affect the cloth in different ways.

The last person to polish the badge wasn't a soldier...you's be put on a charge for leaving that much metal polish on it.

Probably no slider on.

Yes good point.  You can see the sliders been clipped and then the badge’s been stitched in place.  It would have been difficult to clean without leaving some degree of residue even when using a brush after the polish dried.
