I'm currently suspecting it's a list of potentially dodgy claims/claimants [seemingly common enough to require a special rubber stamp!] - in such applications risk of/active, fraud being at the top of the Ministry of Pension's mind I would think. The same sentiment is expressed on another, later, pension ledger card for the same man - which also has an alias written on it. The man appears to have been known by several names - this ledger, and the subsequent one, mentioned that the man was on a "Cautionary List" = I wonder if there is any connection between these points and perhaps notably the "R" above??
