I had wondered who he maybe as No one comes close?

I did find this Austrian

Victor Freiherr von Röll (Roell)

Eisenbahnministerium (railways) (possibly 1852 in Czernowitz died 12-10-22) an Austrian lawyer and civil servant in the Imperial and Royal Railway Ministry wrote books Eisenbahnministerium

But I am unsure if I am looking at the right place?

Any ideas

Hi Steve,

Ernst Frhr. von Roëll. Prussian. Retired just before the war as an Oberleutnant in Jäger-Regiment zu Pferde Nr. 12. Rittmeister (27.01.15) with the Train of XXVI. Reservekorps.
