Anonymous army camp - or industrial estate

Currently on offer on eBay is this postcard.

 

The vendor tells me that it has "Wiltshire" scribbled on the back - but nothing else. I've pointed out to him that that certainly is not the location.

 

He's asked if I have any ideas where it might be - I don't - and has agreed to my posting about it here.

 

My own thoughts - for what they are worth - is that might not be a British scene, nor necessarily show an army camp, rather an industrial estate.

 

Pity the image is so hazy - one might get some clues were one to enlarge the railway wagons.

 

Interesting loading/unloading dock in the foreground. The siding ending abruptly on its edge suggests that wagons' contents might have been tipped into barges, though, come to think of, that would have been a tedious process.

 

Brighter ideas, please.

Just wondering if it's Cardiff Docks from the North East, with the Pier Head building and Lavernock Point, Penarth on the right side.

Yes it's a poor pic.

 

Edit. Penarth Head rather than Lavernock Point.
