Should a wartime British shovel have a Broad Arrow mark?

I don't think so. I've just checked my 1918 GS spade and that doesn't have anything other than the maker name and the date. Yours looks just fine.

Hi I’ve had several WW1 dated shovels over the years and including the three I still have none of them have ever had a board arrow. Lots of makers marks and date stamps clearly visible.
