From Rating to Rear Admiral

I missed the begijnning but saw a painting on AR tonight of an MTL in the Boer War. It was unusual because it had temporary canvas fixed up - this was because something had gone wrong with the emgine or propeller but what was really interesting is the story behind it.

Apparently one of the Petty Officer on the MTL was instrumental (I expect with the carpenter) in fixing up the canvas and he was MiD and then later became the first seaman rating to work his way to a commission as a Naval Officer (not sure that is correct).

He went on to serve as a Rear Admiral (and perhaps his grand-daughter meant he was the first rating to achieve Flag Rank). He was subsequently Knighted by GeorgeV. I didnt hear his name and I am not sure it was mentioned. Can anyone identify this man?
