Unworthy wife

The following WFA pension doc on Ancestry has been annotated

with the following

1990015930_unworthywife1.JPG.0d53fc122c9ec48d972f764cda841047.JPG

The S.G.C

have decided widow is unworthy to receive pen from public funds?

But  _______ ?  pensions ______ ?  be issued to her for children in her care

(unworthy wife)

I think the gist is that the widow's pension has been stopped but she will still receive a pension for her two children

any ideas what S.G.C is short for
