MILITARY MEDAL - No details on card

In the Military Medal cards, there can be found a potential award to 74901 Gnr Leslie Richard Lane, Machine Gun Corps.

Apart from the fact that the theatre of war is shown as "EEF", there are no other details, and I have not traced a London Gazette entry

Lane was ex-2 Loyal N Lanc Regt and had served in East Africa before transfer to the MGC.  He was then serving with 161 Coy (54 Div) in Palestine.

Can any learned member suggest why there should be a card, but no award?  Is this a common occurrence?

In the 'normal' MIC range there can be blank cards created as place holders for enquires, I'm not sure if the MM range is the same or not.
