It is at the bottom right corner of a page and a new day's entry of a diary starts on the other side, so there is no continuation. "Anyhow we must trust our leaders to know what is for the best ... I read it as 'suppose', which fits in with the rather resigned tone of the sentence. The writer is forcing the letters to fit at the end of the line and page. (I can see why it might be read as "I gather" - but on looking more carefully still go for "I suppose".) Are there words which begin with s or g elsewhere in the text?
