British War Medal

My Great uncle, Reginald Alfred Olney BAKER served with the Rifle Brigade (No. s/8445) and was wounded near Ypres in July / August 1917.  He was finally discharged in August 1918 and duly received the Silver War Badge.  His Medal Index Card records his award of the VIctory Medal.  My question is, as he served overseas, in a theatre of war, why he was not, apparently, entitled to the British War Medal.

Recorded for both on the Medal Roll

and looking at the Index Card I would say it is a poor effort of writing the "ditto"  as just a line rather than ---------"--------

The medal rolls confirm the BWM + VM

His index card has a line through the BWM which is probably just a sloppy way of showing ditto?
