seaJane Posted 16 June , 2019 Share Posted 16 June , 2019 (edited) The nearest present day flag is H Hotel,.the signal for "I have a pilot on board", but that ought to have the hoist and the fly halves of equal sizes, i.e. 50/50 white and red. At 2/3 white and 1/3 red I have no idea, unless it is the flag of a merchant shipping line (which would tally with the Australian red ensign (merchant navy) that you also posted).
